This error is being returned by Constant Contact and can happen when updating a contact with an email address that is already present on another contact.
For example, if you have the following:
Contact 123 firstname.lastname@example.org
Contact 987 email@example.com
If updating Contact 123 with firstname.lastname@example.org you will receive the Conflict error.
