This error occurs when importing records using a constituent id or constituent import id and the existing matching id can not be located within RE. This issue can also occur based on the user not having the appropriate rights levels to search for the record id being imported. To resolve, check the incoming id for accuracy, check to ensure the id exists within RE, and check the importing user's rights in RE: Admin > Security to ensure the proper rights levels are granted for importing.
