Answer:
There are various reasons why Scheduler may not run properly.
1. You have to be an administrator to schedule a task.
2. Windows Task Scheduler must have rights to the location where IOM.exe is installed
3. If scheduling profiles that use ImportOmatic Connectors, those connector files must be installed in a location where Windows Task Scheduler has rights
Note: in IOM version 3.7+ Connectors are no longer separate installations
