Error: The relation must be an employee of this organization

We've been using a constituent import successfully for some time, and today we are seeing this error for the first time:  

The relation must be an employee of this organization. Can anyone help me interpret this?

Hi,

I am having a similar issue with an import in List Management.  During my testing, I used a full constituent record and when adding an organization relation, importing just the org name, there was no exceptions. But when I try to import a non-constituent record it will not import their organization relation.  I get an exception message of The relation must be an employee of this organization.  [Object: 'COrganization2', PK: '?"ImportID: '?', Field: 'Is Employee'].


Why is it that it has an issue with non-constituents but not with full constituents?
