We are having the same problem were we are not able to save changes in the dictionary even set to admin.

Did anyone get an answer regarding the save button not being seen when trying to save a dictionary in version 3.0?
Adjust your screen resolution to 100% and reboot your computer. When you go back in to dictionaries you will see the save button.
When the display size of your computer is set to 125% the bottom of the dictionary form where the save button is was getting cut off. This has been fixed and will be available in an upcoming patch. In the meantime, setting the display size to 100% (in windows control panel) will resolve the issue.

When I open a dictionary - to add more to is, I no longer see the option to save my work etc.
I am in IOM 3.0
